the panel with Romex 10/2 or 12/2 instead of 14/2. I'll let you know how it works out. If I can't get the 20A to stick, I'll throw a 25A breaker on there. Since it is going directly to one outlet, I am not concerned about an in-wall fire due to excessive current draw somewhere downstream.
